It is false to say "A metric like "number of datasets released on data.gov" leads to agencies cutting up datasets into tiny little chunks on data.gov, making the federal data repository less accessible to developers than it could be."

This is a consequence of Data.Gov catalog design and a desire to have "one-click access." Agencies, for a number of reasons, release their data in reasonably sized files based on historical user feedback (this is especially true of statistical data - generating instances of time series at reasonable geographic levels makes sense). Because each data.gov catalog entry can only have one hyperlink attached to it, agencies are FORCED to continue cataloguing data sets on a one-by-one basis.

There is no conspiracy or gaming.
